In the nation’s overall social and economic development, the State acknowledges the vital role played by the ICI, such as content production, telecommunications, eCommunity broadcasting and data processing. The State also recognizes the importance of creating an environment for developing, accelerating and making rational use of ICTs in order to achieve free, easy and intelligible access to information exchange and/or information presentation.
The need to safeguard against every form of misuse, abuse or illegal access by making such conduct or behavior punishable under the law and safeguard and protect the integrity of computer systems, computer, communication and databases and the confidentiality, integrity, and availability of the information and data stored therein. The State shall therefore the adopt sufficient powers to effectively prevent and combat such offenses by facilitating their national and international detection, investigation and prosecution and by providing for arrangements for rapid and reliable international cooperation.
